Nationally,
the Government through the Department of Arts, Heritage, Gaeltacht and the
Islands is currently preparing a draft National Heritage Plan and draft
National Biodiveristy Plan, both see the production and implementation of local
plans on a county basis within the administrative area of Local
Authorities. This document outlines the
actions needed to sustain and enhance the heritage of County Sligo and in doing
so proposes local responses to local heritage needs.

The County Sligo
Heritage Plan 2002-2006 is informed by the guidance set out in ‘A methodology
for Local Authority Heritage Officers for the Preparation of County Heritage
Plans’ as produced by The Heritage Council.
Through extensive public consultation with all stakeholders the heritage
priorities and objectives for County Sligo have been identified and the actions
needed to achieve these have been set out over the five year period of the
Plan.

Accompanying sections and appendices provide background to the heritage
planning process and an outline of some of the key steps, which will be
followed for this initiative to succeed.

The Heritage Plan
identifies our collective objectives, provides the framework to enable us to
measure our progress towards these objectives, and defines the actions needed
to achieve those objectives.

The County Sligo
Heritage Plan has been produced through an exhaustive process of wide
involvement, discussion, consultation and agreement between the Sligo Local
Authorities, statutory agencies, voluntary bodies, farming and land-owning
interests, business and industry.
·
This Plan is intended to reflect common purpose, and agreed
action. It will require continued
partnership if the actions are to be fulfilled. This document represents the single largest and most concerted
attempt to lay the ground for that partnership to succeed.
There
has been a renewed interest in recent times in our natural and built heritage
amongst all sectors of public and private life in Ireland. The concept of heritage conjures up many
different and individual understandings of what exactly it constitutes. In 1995, through the publication of the
Heritage Act, heritage was defined for the first time as including the
following: monuments, archaeological objects, heritage objects, architectural
heritage, flora, fauna, wildlife habitats, landscapes, seascapes, wrecks,
geology, heritage gardens and parks and inland waterways.
Heritage
is a reflection of natural processes and man’s influence upon a landscape. In different areas this interaction will be
portrayed in many different ways, perhaps through a particular building style,
or a traditional shop front style peculiar to an area. Heritage is also
encapsulated in our everyday use of place names and the recognition of
traditional crafts as living heritage.
Perhaps the most important feature of our heritage is that it is
non-renewable and unique.
Sligo’s
heritage assets in many ways provides the county with a unique cultural
identity which also has an important National and International dimension. Our cultural heritage is a measurable index
of quality of life and is an important social, educational, recreational,
tourism and aesthetic resource.
The
County Sligo Heritage Plan is one of the first of its kind in Ireland and is
the first step towards identifying the heritage needs and priorities of County
Sligo. In the context of the expertise
and resources available the Plan seeks to respond appropriately with local
solutions. It is the first time that the diverse concepts regarding the value
of and future of Sligo’s heritage will be co-ordinated and articulated in a
strategic manner. In doing so it
reinforces the value of preparing a single strategy and framework for heritage
management locally.
In creating a framework for the
future management of Sligo’s Heritage we recognise the great diversity of
stakeholders, their roles and their requirements. The County
Sligo Heritage Plan process has begun a new and exciting period for heritage
conservation in Sligo, based on partnership and co-ordination amongst all those
with an interest in and remit for heritage management in the county.
Through
the County Sligo Heritage Forum and extensive public consultation the heritage
priorities and objectives for County Sligo have been identified. The Heritage Plan in addressing these
objectives identifies a number of actions to be undertaken in the following key
performance areas:

The Plan sets out a series of actions which will be
undertaken over the next five years and the actions identified seek to address
county wide issues rather than local projects.
The implementation of the Plan will be overseen by the County Sligo
Heritage Forum, which will be supported and co-ordinated by the Heritage Office.
There
is a great need to raise awareness of the relevance and the rich thread weaved
by heritage in our daily lives. This
Plan is the first step in a process, which seeks to secure benefits for the
heritage of County Sligo and to increase awareness, appreciation and enjoyment
of it for all.

Working Groups
Key Partners
County Sligo Heritage Forum
The National Heritage Plan (currently in draft) requires that a
Heritage Forum be established to oversee and advise on the preparation and
implementation of the Heritage Plan. The membership of the County Sligo
Heritage Forum, which has 17 members, represent the following sectors:

·
State Agencies
·
Landowners
·
Community and Voluntary Sector
·
Heritage Organisations.
In June 1999, Sligo
County Council and Sligo Corporation in partnership with the Heritage Council
appointed a Heritage Officer. The function of the Heritage Office is to work
with all interested agencies and individuals to identify, protect, interpret,
promote and enhance Sligo’s heritage.
The Heritage Forum may establish small working groups to carry out specified tasks within a specified time. They will normally be chaired by a member of the Heritage Forum.
Individuals invited to form working groups are
likely to have particular expertise not readily available within the Forum
membership or its associated staff.
The Heritage Forum cannot achieve its objectives alone, and will seek the participation of key partners in all the work it carries out. The Heritage Forum will embrace new partnerships based on a new integrated approach and philosophy to the conservation, management, promotion and enhancement of Sligo’s heritage. The Heritage Forum intends to develop this approach by strengthening existing partnerships and forging new ones in the public, private and voluntary sectors.
Successful delivery of the County Sligo
Heritage Plan will be dependent on appropriate resources being available over
the five years of the Plan (2002-2006).
The exact method for financing the actions outlined in the County Sligo
Heritage Plan has yet to be finalised.
The cost of delivering the actions identified
in the County Sligo Heritage Plan over the next five years is estimated at
£160,000 per annum. In providing
expertise to support the delivery of the Heritage Plan it is proposed that the
key appointments of a Conservation Officer and County Archaeologist would also
be sought.
Through the Heritage Office, Sligo County
Council and Sligo Corporation will continue to support heritage programming
over the period of the Plan.
It has been agreed in principal that the Heritage Council will contribute to resourcing of County Heritage Plans. County Heritage Plans will be used as a five year strategic application for funding both in terms of projects identified for year 1 of the Plan and in addition the five year goals. The Heritage Council would consider funding aspects of the plan that are compatible with the objectives of the Heritage Councils Plan 2001-2005 (Cherishing Heritage throughout the Community).
Department
of Arts, Heritage, Gaeltacht and the Islands
While the draft National Heritage Plan and draft National Biodiversity Plan are currently being prepared, the progress and opportunities for funding for the County Sligo Heritage Plan will be monitored.
Evaluating the Plan 2002-2006 will involve
assessing whether the Plan actually achieved what it set out to achieve, how well
it did that, and whether or not it could achieve the same objectives more
effectively and efficiently through some other means.
To be undertaken properly, it must be based
upon clearly defined performance indicators which are related to the objectives
of the plan, in order to provide the Heritage Forum with information for
improving the decisions regarding the original design, implementation or
modification of the plan. These
indicators will be developed by the Heritage Forum during 2002. The primary indicator, however, will be the
completion of the priority actions which are set out in the Plan. The evaluation of the plan will, therefore,
be expressed in both quantitative and qualitative terms.
The evaluation will focus on the implementation
of the priority actions and their contribution to the achievement of the
objectives.
Have the resources allocated for the action
been spent on what they were intended for, or were they spent on something
else?
For the value of the resources invested in the
action, have the best possible results been produced, or can the objective be
better achieved by reallocating the resources in a different way?
For the results that have been achieved, can some
of the resources spent on the actions be reduced to achieve the same level of
quality, or can they be reallocated in order to achieve better results?
Given the results that have been achieved, are
these the results that the Heritage Forum wants, or has the Plan produced an
outcome that is less desirable than the one that was originally intended?
The monitoring and evaluation programme will consist of a combination of ongoing
evaluation, annual performance review and a long-term plan evaluation in 2006.
